CYPE exports its solution to France to speed up the granting of planning permission

The Spanish company for architecture, engineering and construction software will roll out in Rennes Métropole (the city of Rennes and its metropolitan area) the CYPEURBAN tool to check for compliance with urban planning regulations



 

 

CYPE, the Spanish architecture, engineering and construction software company based in Alicante, will export to France its solution for digitalising urban planning management and speeding up the granting of planning permission. This is thanks to its participation in the 3DEXPERIENCity Virtual Rennes initiative that Rennes Métropole is introducing in order to establish a fully digitalised urban planning system and advance its smart city project.

With a population of over 445,000 people and being the second fastest growing metropolitan area in France, Rennes Métropole is creating in the cloud an identical smart digital model of the city, based on geographical and topographical elements, including demographic, mobility and health data, to plan the city’s evolution and address social and urban challenges.

In this context, CYPE was the technological company chosen to implement its solution, CYPEURBAN, to make it easier for building designers (architects, developers, etc.) to integrate their digital models into the digital urban context and so that they can check for compliance with urban planning regulations. Furthermore, this tool will also enable the area’s urban planning bodies to speed up the processing of building permits by allowing digital building models to be submitted in the IFC standard format at the concept design stage.

To carry out this work, the architecture, engineering and construction software company is implementing the Rennes Métropole urban regulations into CYPEURBAN. In particular, CYPE is incorporating the area requirements from the Rennes’ Local Urban Master Plan and the Intercommunal Local Urban Master Plan, recently updated in April and December 2019, respectively.

As Yves Menez, General Manager of CYPE France explains, “we are going to create an assistant to import the urban planning rules of Rennes Métropole, in order to confirm a type of plot and a particular location in these urban areas that we have selected for their dynamicity, from an urban planning point of view.”

The solution developed by CYPE for the 3DEXPERIENCity Virtual Rennes initiative will be connected to the cloud platform BIMserver.center, which stores the digital model of the building project to “check the urban planning of a construction project in an integrated manner”, Yves Menez highlights.

In this way, the participation of the software company will help to create a smart city by reducing waiting times in the granting of planning permission and improving the process of checking and complying with regulations in urban planning through BIM models, reducing costs and increasing the productivity and efficiency of all agents involved.

 

In negotiations with other municipalities in France, Morocco, Portugal and Mexico

The need to digitalise urban planning management and reduce time in the granting of urban planning permission is common throughout the world. Frequent delays in these procedures imply, in addition to a bureaucratic burden and a lack of efficiency, an increase in the final price of new constructions. This is why city councils such as Rabat and Casablanca (Morocco), Toulouse (France), Vila Nova de Gaia (Portugal) or the State of Durango (Mexico), have already shown an interest in adopting the solution developed by CYPE. In Spain, Rivas Vaciamadrid is the first municipality that will use digitalisation to improve administrative bureaucracy in urban planning.
